Up to £77,000 (National) - based on capability. The base salary of this grade is £60,500 (National). Offers made above this will be made up with a specialist pay allowance.

The One IT programme is a truly cross-government initiative led by the Cabinet Office. Its vision is to harness existing and emerging digital technology to enable seamless interoperability across UK government organisations.

The successful candidate will manage delivery of cross-government projects to drive collaboration and enable a seamlessly interoperable civil service.

In line with the DDAT Profession Capability Framework, this would involve:

  • Leadership in developing the technical, commercial and procurement strategies for cross-government interoperability projects. Act as a point of contact for xGov engagement and link up appropriate subject matter experts in cross-government digital matters and external industry partners.
  • Commercial management of complex relationships with contracted suppliers to ensure on-time delivery, value for money and knowledge retention after projects end.
  • Harnessing Programme Management approaches to oversee and support delivery through Delivery Managers with internal and external partners of the technical standards, guidance and strategy for cross-organisational digital collaboration.
  • Leading effectively, motivating and empowering the Programme team and Delivery leads to deliver projects, share best practice, and support each other and stakeholders.
  • Communication: Engaging effectively across government organisations and managing dependencies between One IT, Interoperability and connected programmes across government.
  • Managing finances and budgets, monitoring contractual and project spend and contributing to the development of business and benefits cases.
  • Supporting onboarding and off-boarding planning for current and future external providers and connected services


Who you'll be

This role requires:

  • Strong organisational and interpersonal skills and be able to quickly develop an understanding of complex areas of work.
  • You will hold a recognised project/programme management qualification (Agile, APM, Prince2, MSP or equivalent), with excellent stakeholder management and the ability to gain the confidence of leaders.

We are interested in people who may have experience in:

  • Leading complex programmes that span organisations or departments.
  • Engaging with private sector providers and putting in place commercial contracts
  • Working with government audit functions, security and information management professionals.
  • Enabling transformation through large scale IT change, especially within the Microsoft 365 ecosystem.

And the ability to:

  • Translate complex material into clear communications, with a range of partners, to enable timely decisions
  • Lead an agile team, with an understanding of government organisations and managing complex programmes in an agile way.

  • An interview

CDDO offers hybrid working for all employees. This means that everyone does some working from home/remote working and also spends some time in their local office. You will agree to your hybrid working arrangement with your line manager in line with your preferences and business needs. 

If we receive a high number of applications, we may decide to include an additional round (this would typically be a short telephone interview or assessment/exercise depending on the type of role).

A reserve list will be held for a period of 12 months, from which further appointments can be made.

Candidates that do not pass the interview, however, have demonstrated an acceptable standard will be considered for similar roles at a lower grade.
