What you'll do

As the Lead Digital Learning and Frameworks Delivery Manager, you will establish and deliver the strategy for two pivotal foundations of Digital and Data Capability transformation: Capability Framework (cross government definition of digital and data roles and skills, and career pathways); and our Digital and Data Learning offer.

This hugely exciting role is the opportunity to lead the project and deliver the learning experience for more than 20,000 Digital and Data professionals that in turn build and deliver scale digital services to UK citizens.

You will:

lead the transformation of the Capability Framework, Career Pathways, the associated service and governance, and also the integration with other Digital and Data Capability products, for the benefit of all HMG civil servants

deliver a brilliant learning offer for all 20,000 Digital and Data civil servants, that leverages current resources, is updated with new and high quality learning products, and accelerates skill growth for our current and future teams

lead design and delivery of new learning to equip all senior civil servants with confidence and skills in digital and data

lead delivery (with support from multiple partner teams) of a professional high quality service that accelerates current learning and delivers improved value for money

ensure that Digital and Data capability learning and frameworks directly support acceleration toward greater diversity and inclusion in our cross government teams

be a highly visible and recognised learning leader, and play a dynamic role in influencing peers and leveraging wider market and organisational trends/dynamics associated with learning in digital and data.

Who you'll be

You will:

have broad experience of managing delivery in large or complex organisations; especially in developing and implementing learning strategies and workforce transformation 

know how to successfully coach and lead projects through the full product lifecycle, proactively managing financial and commercial delivery. Confident to deliver in an agile way and within an agile environment

demonstrate extensive expertise of learning partnering (to develop robust training needs analysis), learning design and learning delivery, including working across diverse delivery channels and formats (i.e. face to face and online)

have experience of designing and implementing workforce management strategies in large or complex organisations, preferably in IT and Digital

think critically, use analysis and challenge  assumptions or change the status quo

communicate clearly and persuasively and build relationships with diverse stakeholders, including with those at very senior levels

have a brilliant track record of leading, inspiring and managing teams, setting objectives and developing skills and capabilities.
