What you will do

You will:

  • Lead the strategy, development and delivery (through partners) of the foundational cross-government DDaT learning products and infrastructure, including platform access, learning pathways, 3rd party product supply, understanding of Agile and lean practices and learning performance (serving 20,000+ digital learners)
  • Lead the training needs analysis, design and launch of pilot catalyst learning products, and in doing so define and establish the standards for DDaT learning.
  • Manage delivery of priority learning pathways (such as Software developer) for the benefit of all government departments using appropriate agile life cycle phases.
  • Lead on L&D for DDaT emerging talent needs (Graduates, Apprentices)
  • Lead on learning cost management and support development of charging models.
  • Establish deep and productive relationships with other profession learning leads and technical specialists across government, so that we can develop impactful learning products and campaigns. Be the communicator between technical and non-technical.
  • Ensure that cross-profession DDaT learning strategies directly support acceleration toward greater diversity and inclusion in our cross government teams.
  • Be in touch and up to date with the wider market and organisational trends/dynamics associated with learning in digital and data.


Person Specification

You will:

  • have experience leading and delivering projects in a fast-paced environment, amid ambiguity and changing priorities;
  • have experience of developing and implementing DDaT learning strategies to support workforce development in large or complex organisations;
  • demonstrate experience of learning partnering in agile/User Centred design (to develop robust training needs analysis), learning design and learning delivery, including working across diverse delivery channels and formats (i.e. face to face and online);
  • think critically, use analysis and challenge assumptions or change the status quo;
  • communicate clearly and persuasively and build relationships with stakeholders, including with those at very senior levels as well as communicating between technical and non-technical stakeholders;
  • have a brilliant track record of leading, inspiring, coaching and managing teams, setting 1 objectives and developing skills and capabilities;
  • demonstrate budget management skills, including monitoring performance and benefits against a plan.
