Strategic Workforce Planning and Resourcing Lead - CDDO

We are recruiting for two roles that will be well-suited to individuals with experience sourcing and managing talent within the Digital, Data and Technology labour market. 

In both roles you will: 

  • Lead and inspire subject matter experts, supporting their growth and development and acting as a core part of the wider DDaT Workforce and Capability Team leadership 

  • Lead cross government working groups in your respective areas and actively contribute as a member of the cross government DDat Capability 

  • Work with Civil Service HR, Government Commercial Function and external partners to innovate our approach to sourcing talent  

  • Build strong relationships with key stakeholders across CDDO, within departments, HR centres of expertise and wider industry

  • Work with the wider DDaT Workforce Strategy and Transformation team to ensure that policy proposals are data driven, that the employee value proposition remains market competitive and that recruitment and retention data is actively used to support the development of the DDaT strategic workforce plan and sourcing strategy

  • Maintain and share forecite of strategic risks/opportunities within your area with the wider CDDO

  • Demonstrative a commercial mindset when negotiating agreements between Government Departments, Central Government and/or external partners. 

Workforce Planning Lead 

As DDaT Strategic Workforce Planning Lead you will focus on designing and maintaining a DDaT Strategic Workforce Plan and underpinning sourcing strategy. You will support the DDaT Strategy team to develop the workforce components of the DDaT Strategy and underpinning documents including the functional standard, functional mandate and maturity assessment matrix.

This is an exciting opportunity to be at the forefront of designing and delivering an enhanced DDaT Workforce Strategy and operation that underpins the employee value proposition for DDaT professionals across government. You will give advice to departments, understand their workforce plans and recruitment and retention needs and help them find the right solution to meet these needs, coordinating with the wider DDaT Workforce and Capability Team.

As DDaT Strategic Workforce Planning Lead you will:

  • Develop and maintain a robust DDaT strategic workforce plan centred on ‘build, borrow, buy, bot’ working closely with the CSHR strategic workforce planning centre of excellence

  • Develop and maintain a DDaT specific sourcing blueprint which draws on industry best practice to advise departments on the most appropriate resourcing strategies to bring in external resource, be it perm or temporary 

  • Partner with the wider DDaT Workforce and Capability team leads to develop an integrated strategic workforce plan which connects across all parts of the employee life cycle through from attraction, to exit, to re-entry

  • Lead on aligning DDaT Workforce planning actives to wider core Government objectives such as Civil Service 2025, Places for Growth and the Government Business Services OneData program 

  • Own and coordinate the DDaT Functional Maturity Assessment product, aimed at categorising the complexity and impact of capability interventions within departments

Resourcing Lead 

As the DDaT Resourcing Lead you will focus on maintaining and developing the DDaT Resourcing offer at both delegated and SCS level. You will work across the Workforce Strategy and Transformation team to develop a clear, consistent DDaT employee value proposition to attract and retain top talent from across industry, the charity sector and within government. Not only will you lead the development and deployment of our attraction strategy, you will also design and own the central government recruitment “Single Recruitment Front-Door” for DDaT, a profession with over 23,000 members. This will encompass both a singular communications channel to communicate on behalf of the function and a standards setting function for cross-government recruitment. Finally, you will lead a team of 3 FTE who fulfil strategic recruitment and sourcing functions. Elements of your team will be involved in direct recruitment of key individuals or running campaigns around flagship milestones (e.g the opening of a new Government Digital Hub), whilst you will maintain oversight the vast majority of your time will not be spent on direct recruitment operations.    

All this work will draw on revitalised DDaT branding, an updated DDaT remuneration offer and DDaT Career Pathways, and will broker a cutting edge user experience for both applicants and vacancy holders alike. This is an exciting opportunity to be at the forefront of designing and delivering an enhanced attraction strategy and supporting recruitment experience for DDaT professionals that supports the rapid development of digital and data capability across government. You will give advice to departments, understand their workforce plans and recruitment and retention needs and help them find the right solution to meet these needs, coordinating with the wider DDaT Workforce and Capability Team.

 As DDaT Resourcing Lead you will:

  • Own the DDaT “Single Recruitment Frontdoor” inclusive of management of website(s) from a financial, project management and content perspective. You will be responsible for managing the relationship and content approvals process between CDDO Comms and the Single Recruitment Front Door   

  • Develop a robust memorandum of understanding and supporting service level agreements between departments and cross government services to deliver a consistent DDaT recruitment experience for applicants and vacancy holders alike 

  • Develop and facilitate recruitment contracts with providers such including Government Recruitment Service

  • Design and procure an enhanced vetting service on behalf of the DDaT profession 

  • Develop an attractive DDaT brand and underpinning employee value proposition, working across the DDaT Workforce and Capability and Strategy teams 

  • Support departments to adopt, implement and evolve the DDaT Capability and Pay Framework at the recruitment stage  


Who you'll be

We’re looking for someone who has strong communication skills, is able to build relationships with stakeholders at multiple levels of an organisation and operate in a complex environment. You will have experience of facilitating face to face and remote engagement events to evaluate problems and identify solutions. You will combine excellent interpersonal skills with an outcome focused approach to deliver your objectives. You will enjoy working in a delivery focused, agile environment and will have a good understanding of the Digital Data and Technology sector.


You have:

  • Experience of strategic workforce planning 
  • Strong evidence of using data within a workforce environment 
  • A proven track record of implementing change in complex environments
  • Experience of developing and implementing workforce management strategies and initiatives in large or complex organisations
  • Experience of designing and managing corporate governance and assurance
  • Experience leading and delivering projects in a fast-paced environment, amid ambiguity and changing priorities, ideally within a digital, data and/or technology focused environment
  • Demonstrable evidence of thinking critically, using analysis and challenging assumptions
  • Strong communication skills and someone who can build relationships with stakeholders, including with those at very senior levels
  • A brilliant track record of leading, inspiring and managing teams and developing skills and capabilities

CDDO offers hybrid working for all employees. This means that everyone does some working from home/remote working and also spends some time in their local office. You will agree to your hybrid working arrangement with your line manager in line with your preferences and business needs.
