The Role

The Head of Software Engineering reports to the Deputy Director for Digital Delivery, responsible for setting up and taking forward a highly skilled software engineering function which will ensure the credibility, quality and maturity of the all software deliverables.


Working alongside Heads of Technical Delivery who are focused on delivery to time, budget and quality, this role concentrates on how the software is delivered in all 40+ digital services in all jurisdictions. This will involve ensuring engineering standards are met across circa a population of circa 260 people of various levels and specialisms, working in approximately 28 software delivery teams.


We currently have over 200 experienced developers across MoJ and its agencies who make up the broader software engineering community. You will able to learn from others, share your knowledge and take part in informal support networks with your peers.

What will you be doing?

The role will lead a team of G6 Principal Engineers. All are individual experts in particular engineering field, such as front-end JavaScript  or automation test engineering. This team is not allocated to particular delivery teams but will drive engineering excellence in their specialisation across the whole of delivery, as well as being ‘hands on’ in resolving complex issues across all DTS delivery teams. 

In addition, the head of software engineering will look after the technical career development of circa 50 developers and automation testers across the whole of Digital Delivery, involving mentoring and coaching and ensuring this is in place at all levels, running the community of practice and managing career pathways


What are we looking for?

  • Specific software engineering related qualifications (and equivalents)
  • Extensive experience of engineering highly complex software solutions
  • Credible and experienced in all aspects of software engineering 
  • Previous experience of engineering highly complex digital systems with high number of users 
  • Demonstrable understanding of how large digital organisations operate in the context of this role
  • Knowledge of best practice and methods and experience of implementing these in active development conditions
  • Senior experience of problem solving and working with others to deliver at pace
  • Good knowledge of working with technical and business stakeholders and the wider development team 
  • Manages and develops a team of people who coach others in order to build knowledge and experience, as well as providing direct coaching and mentoring of other technical employees
  • Knows how to successfully lead teams through the full product life cycle, able to identify tools and techniques to use at each stage 
  • Adapts and reflects, is resilient and can see outside of the process 
  • Know how to coach others in software engineering best practices
  • Know how to guide teams through the implementation of new approaches
