Location: Wilmslow or London, there is also scope for some time to be worked from home subject to business need.

Salary: It is expected that candidates will start on the entry rate for the role.

 

The post holder will be deployed on the Digital Regulation Cooperation Forum (DRCF) secretariat for an initial period of two years, following which they will take up a permanent ICO role.


We are seeking a Head of Delivery to join the Digital Regulation Cooperation Forum (DRCF).

The DRCF brings together the Competition and Markets Authority (CMA), the Financial Conduct Authority (FCA), the Information Commissioner’s Office (ICO) and the Office of Communications (Ofcom) to support regulatory coordination in digital markets.

In March 2021 the DRCF published its first workplan setting out how the four regulators would work together on cutting-edge topics such as artificial intelligence, end-to-end encryption and children’s safety online. The DRCF is supported by a secretariat drawn from its members that works across all four regulators to help set the agenda, engage with stakeholders and drive delivery of its workplan.

About the role

The Head of Delivery will lead implementation of the DRCF workplan, reporting directly to the DRCF Chief Executive. With a laser-like focus on outcomes, you will work across all four regulators to crystallise its plans, identify and address risks to delivery, and ensure that the DRCF delivers on its potential.

You will bring essential ‘programme grip’ to this new, high-profile initiative, cutting through the complexity, uncertainty and change inherent in working across four organisations to deliver impactful results.

You will build and grow your team of delivery professionals, guiding them through challenge and establishing the secretariat’s credentials.

While employed by the ICO, you will role-model the ethos of the DRCF: working across organisational boundaries with ease, building strong relationships with project sponsors and senior leaders across the four regulators and fostering a ‘one DRCF’ spirit within the secretariat. As part of the DRCF leadership team you will play a critical role in shaping the culture and impact of this important initiative.

About you

Our ideal candidate will have:

  • A degree in a relevant discipline or substantial work experience demonstrating graduate level ability
  • Formal programme or project management qualifications e.g. PRINCE2, MSP, Agile.
  • At least 5 years’ experience of managing and delivering programmes / projects in public or private sector
  • Significant experience of delivering a programme or portfolio of projects under challenging constraints.
  • Significant experience of working across organisational boundaries and / or in complex environments.
  • Significant experience of establishing governance structures and working with senior leaders.
  • Significant experience of managing in a matrix management model, considering the allocation of constrained resources, including managing technical, project managers and analysts.
  • Excellent interpersonal and communications skills, demonstrating the ability to establish trusted relationships, and the ability to negotiate, influence and persuade stakeholders.
  • Knowledge of digital regulation (in particular data protection / online safety / digital competition / financial services)
