Job description

This is a really exciting time to join the MMO as the UK becomes an independent coastal state! We are currently embedding new repatriated functions and services, following EU-exit, with increased autonomy to regulate the marine sector and protect the marine environment.

The work of the MMO and especially that of the Digital and Analysis Directorate is underpinned by data and evidence. As a data-rich organisation we need to harness our data to inform strategy, measure performance and deliver our services effectively. We work closely with colleagues across the MMO, Defra and the UK’s Devolved Administrations, and marine laboratories to coordinate on policy development, enhancement of data quality and refinement of analytical methods.   

Large volumes of detailed administrative data flow from marine and fisheries management, including daily catch records from logbooks, satellite tracking, compliance activities and enforcement outcomes. Expert and timely exploitation of these data enables us to provide detailed analysis to support the MMO deliver its objectives. The Statistics and Analysis team is ambitious and innovative in shaping how these data are used, analysed and reported. 

You will report to the Head of Business Intelligence (BI) and will engage with colleagues across the organisation, and other partner organisations, on data spanning a range of MMO responsibilities - from fisheries management to marine licencing. You’ll work to understand business needs and deliver tailored analytical solutions using a range of coding languages and reporting software. By using your strong communication skills you’ll disseminate a range of analytical products and outputs to customers across the business and support them in their correct use and maintenance.

The BI team are currently rolling out a range of new self-service tools, using a range of platforms and skills. These roles will be actively involved in the rollout of these tools across the organisation. You will have the opportunity to meet and support a wide range of MMO colleagues and learn about the diverse and interesting range of responsibilities held by the MMO.  Additionally, the MMO is developing a strategy and a performance framework for assessing our success and impact in achieving our strategic goals. The Business Intelligence Team will play a key supporting role for the implementation of the framework across MMO.

Job description  

Accountabilities and Responsibilities

Role 1 – Marine and Fisheries Services analytical lead

You will support various services that are facilitated by the MMO, such as the Fish Export Service (FES), which is a service to maintain access to the EU markets and improve traceability of seafood through the supply chain.

You will apply your understanding of government principles on monitoring and quality assurance, to design compliance checks for assuring consignments of seafood at various stages of the supply chain, as well as monitoring and reporting on the performance of services.

You will lead for the MMO on data science and innovation covering emerging big data sets and developing of tools for better use of fisheries information for risk-based enforcement.

You will apply advanced analytics and data science techniques to solve new organisational problems and deliver efficiencies on existing internal processes.

 Specifically, the post holder will:

  • Design and implement analysis in an operational setting, such as designing compliance checks and producing reporting dashboards.
  • Build capability for the organisation through centralising information into a Data Warehouse, to serve as a single version of the truth for services.
  • Develop the Theory of Change (ToC) for services, and support in the design of Key Performance Indicators (KPIs).
  • Produce analytical insights to projects using innovative analytical methods and dissemination techniques.
  • Provide quality assurance of project analysis in line with Aqua Book principles and Duck Book coding best practice.
  • Engage closely with service teams and undertake testing of new systems, validate system functionality, logic and data.
  • Translate business requirements into management information and disseminate information via reproducible self-service tools.

Role 2 – International Fisheries Evidence analytical lead       

This role is key to delivering evidence required to manage fishing stocks, and service national and international interests. The Data Collection Framework (DCF) for fisheries and aquaculture sectors serves as principal data gathering exercise to understand the health of fish stocks, and how they can be exploited through fishing activity. The Data Collection Framework ties together data collected by marine research vessels, socio-economic surveys of the industry, and administrative data from the fisheries and aquaculture sectors, for the purpose of determining catch allowances and understanding the socio-economic status of the sector.

You will report directly to the UK-national data correspondent and support the delivery of UK-wide evidence on the fisheries and aquaculture sectors, by engaging closely with UK marine-scientific institutions for each of the Fishing Authorities/Devolved Administrations.

You will support the International Fisheries Science team at Defra to reform the existing Data Collection Framework legislation to modernise data collections and service UK-national interests, in conjunction with the Devolved Administrations.

You will lead projects to implement the reformed legislation to improve the quality of fisheries data collections and presentation of information.

Specifically, the post holder will:

  • Lead with coordination of the annual DCF cycle, by engaging with marine laboratories to respond to international data calls.
  • Project manage production of the Annual Workplan and Annual Progress Report for collecting fisheries and aquaculture data.
  • Work with colleagues in Defra to map existing data flows under the DCF and identify opportunity for improvements and efficiencies to existing processes.
  • Support with developing new, innovative data collections and analytical projects in response to new national and international data requirements.
  • Re-design existing published documents to improve accessibility and usability of information.

Qualifications

Essential qualifications

First-class or second-class honours degree in a numerate subject (minimum grade 2:2) containing at least 25% taught statistical content (for example, Statistics, Mathematics, Economics, Sciences, Business Studies, Psychology, Geography, or similar)
Higher degree, such as an MSc or PhD, in a subject containing formal statistical training (for example, Statistics, Mathematics, Economics, Sciences, Business Studies, Psychology, Geography, or similar)

Alternatively

You are eligible to apply if you have worked in a statistical or analytical field for a minimum of two years and are able to demonstrate Continuous Professional Development (CPD) (via a logbook) in applying statistics at the same level as a foundation degree or Higher National Diploma (level five), which demonstrates the expected skills as outlined in the GSG Competency framework.

You could also apply if you have achieved or are on track to achieve a level 4 apprenticeship including at least 2 years in a statistical or data analysis field in government and are able to demonstrate continuous professional development in statistics or data analysis (via a CPD logbook signed off by a manager or mentor who are members of the statistical profession).

Membership of the Government Statistical Group (GSG)

You do not have to be a member of the GSG to apply for this role. If you are an existing member of the Government Statistical Group (GSG) applying on level-transfer or promotion you will be eligible to retain your GSG badging.
