UKHSA operates a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata,(averaged over a month) working at one of UKHSA's locations (Birmingham, Leeds, Liverpool, and London). Specialist or regional roles will be based at the appropriate UKHSA site. For certain roles, some additional flexibility may be possible, which will be agreed upon with the hiring manager based on individual requirements and business needs

The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

Job description
The UKHSA Development and Operations team leads the digital transformation of UKHSA to make it a more data driven, customer focused, digital organisation. We do this by delivering services which meet and maintain the Government Digital Service (GDS) Digital by Default Service Standard (https://www.gov.uk/service-manual/digital-by-default).
Architects at UKHSA work collaboratively with developers and stakeholders such as Data Scientists and Public Health officials to deliver software which helps to drive forward the mission of the agency. We employ modern best practices to deliver projects quickly, safely, and cost-effectively.
Potential for a specialist pay allowance of up to £10,000 could be available depending on a capability assessment.

Overview of Job
As key member of our Development and Operations Team, you’ll work alongside engineers and product specialists. As a team, you’ll develop innovative products that are part of end-to-end services across the department.
You’ll provide technical and architecture expertise to support designing solutions our users really need and want. You’ll test the art of the possible by designing proofs of concept to test solutions for future services, working with internal groups, third parties and external suppliers.
You’ll be leading development of our acclaimed public services, with user needs at the heart of everything, helping us transform Government for the future. Working as part of a multi-disciplinary team, you’ll be helping define how we do what we do and making sure that our systems are built to adapt rapidly.
Technologies
Our Technical Architects have a good understanding of a broad range of technologies and can translate between non-technical stakeholders and technical practitioners. They can switch between different problems and responsibilities and are directly involved in service delivery.
Main Duties of the Job
- Undertake structured analysis of technical issues, translating this analysis into technical designs that describe a solution
- Articulate complicated technical concepts to non-technical stakeholders
- Challenge entrenched practices and influence decision makers, look for deeper underlying problems to solve and larger opportunities for digital transformation
- Align with department and government technology strategy, participating in strategic technical decisions and challenging previous decisions where needed
- Help build and maintain a diverse, inclusive culture across the development community, growing awareness, inclusivity, and balance

Person specification
Essential:
- Practical working knowledge of modern cloud-first architectures and how to build applications to take advantage of the opportunities they offer
- Experience of agile development in terraform, Git (or similar) and their associated frameworks
- Experience of working with REST APIs, particularly using Azure APIM
- The ability to quickly learn new technologies and willingness to pick the right tool for the job
- Experience of working with technical governance groups towards shared strategic aims
- Excellent communication and stakeholder management skills
Desirable:
- Experience working across multiple teams as an engineering specialist defining and refining organisation engineering standards.
- Experience of introducing practices such as DDD, TDD, continuous integration, continuous delivery, and DevOps to teams and associated infrastructure
- Have supported the design, implementation and ongoing improvement of infrastructure services to a user base in excess of 10,000 spread across many sites.
