About the Team 

The Promoting Compliance programme is part of the Online Safety Supervision team. The programme is responsible for providing new forms of support to help regulated services meet their online safety duties, especially small and medium-sized businesses. We are increasing our understanding of their needs and the barriers they face; designing resources and tools to support change and compliance across industry; and will target interventions in the areas of greatest risk. Our focus is helping online services navigate new regulations, with the ultimate aim of reducing harm online.


Purpose of the Role 

We are recruiting a new Supervision Senior Associate to manage a portfolio of projects for the Promoting Compliance programme. This will involve a mix of overarching programme management, and hands-on delivery of new projects.  You will be responsible for managing a wide-ranging programme encompassing the whole market of regulated services, from microbusinesses to fast-growing digital innovators, both in the UK and overseas. This may include managing communications and engagement activities, running sector campaigns, and working with colleagues to create new digital resources for regulated businesses. This is a new role with a lot of scope to shape and set up a key element of Ofcom’s Supervision strategy for online services.

You will work closely with the wider Supervision team and our range of cross-function colleagues with expertise in policy, economics, behavioural insights, data, digital and creative, communications, legal and IT.

This role requires excellent project management skills; an ability to bring together teams with different specialisms around shared goals and timescales; strong communications and stakeholder management skills; and an ability to support junior colleagues. You‘ll need to take a proactive and outcomes-oriented approach in an evolving environment. You’ll also need to build knowledge of online regulation in a fast-changing world of digital and technological innovation.

Key responsibilities

  • Manage the Promoting Compliance programme, including planning, resources, timescales, and the progress of deliverables, outputs and outcomes

  • Support the development of objectives for the programme and oversee plans for delivery

  • Lead specific projects within the programme, for example developing new guidance tools, leading research into industry segments, running targeted campaigns or bespoke industry engagement initiatives

  • Undertake analysis of the challenges facing regulated services and develop new ideas and potential solutions to achieve our goals

  • Commission and oversee the work of cross-functional colleagues and partners supporting the programme, including procuring external partners where needed and managing teams with diverse skillsets

  • Oversee and manage the workload of junior colleagues and deliver through others across our programme

  • Ensure the delivery of clear, concise and focused documents, such as briefings and research reports, for internal use or external publication

  • Build and maintain effective relationships with teams across Ofcom that work with us, ensuring they are updated, included and feel heard

  • Ensure clear communication and information sharing at all levels with the rest of the Supervision team and deliver clear updates when requested

  • Develop and foster online expertise across Ofcom’s online safety programme and keep across online trends and technological developments


Skills, knowledge and experience

Essential: 

  • Project and/or programme management skills and strong organisational ability, including demonstrable experience of planning and delivering a portfolio of work.

  • Relationship management and team building skills, including the ability to lead work within a diverse team of different specialisms and internal and external partners.

  • Strong interpersonal and communications skills, including experience in confidently presenting complicated issues to non-specialist audiences.

  • Strong analytical skills, with experience in using your judgement to identify problems and develop solutions to improve processes and outcomes.

  • Keen interest and/or practical knowledge of emerging online safety regulation in the UK and beyond – and Ofcom’s mission to create a safer life online.

Desirable: 

  • Experience in agile project or product management, and/or producing guidance and engagement programmes.

  • Experience in a complex regulatory, policy, legal or compliance-focused environment.

  • Experience of managing and/or coaching colleagues, setting direction, providing ongoing feedback, and delivering through others.
