Job summary

A part of the Cabinet Office, the Central Digital and Data Office leads the Government Digital and Data function for government. We put the right conditions in place to achieve digital, data and technology transformation at scale by working with departments, and other government functions like commercial, project delivery and security professionals.

We are responsible for:

The Government Digital and Data Workforce and Capability team is focused on ensuring that government has the right people to deliver digital transformation and meet the significant challenges that it will face in coming years. We aim to turbocharge our ability to attract, recruit, grow and retain world leading digital talent who will go on to develop game changing public services. This challenge is one of the most pressing and exciting in government, and one that is critical to government modernisation and reform. 

We are a dynamic team of capability and digital and data professionals who form a pivotal part of the CDDO. Our priorities are:

  • A unified Digital and Data career and reward framework for government. Design and facilitate cross government adoption of a unified career and remuneration framework that partners standardised role profiles, skill requirements and skill assessments for professionals with a competitive pay framework that is applied across government.
  • Government Digital and Data recruitment. Simplify recruitment to reduce current and future reliance on contingent labour and time to hire.
  • GovTech Academy. Build and scale existing training to service government’s need to upskill everyone as well as transform the skills of existing professionals
  • A Government Digital and Data Strategic Workforce Plan. Cohere a single workforce dataset and establish common digital capability sourcing principles and contingent labour controls to support the development of a Strategic Workforce Plan

Job description

We are looking for an experienced product manager who can run, support and continuously improve the capability framework. You’ll be guided by the fundamental principles of putting user needs first, focusing on delivery and outcomes over process, and being open and collaborative. You will have a track-record of delivering successful product iterations and improvements in complex environments. 

As a Senior Product Manager you’ll:

  • be responsible for supporting the directorate’s goals by prioritising and delivering product improvements to the framework
  • work closely with the Head of Content Design to deliver products on the framework and iteratively improve them through all stages of product life cycle
  • develop an expert understanding of the users’ needs and champion these in the delivery of the framework
  • identify and develop product principles, practices and processes to facilitate collaboratively building the right thing, the right way
  • coordinate product development with other work across the organisation to minimise risks and manage dependencies
  • engage with users and stakeholders through a range of channels to encourage awareness and use of the framework
  • set measurable goals for the framework and report against these to demonstrate progress against stated benefits
  • play an active role in the cross-government product manager community sharing your learning, celebrating progress made by other people and teams, and providing line management and coaching within CDDO

Person specification

This role requires:

  • Agile working. You know how to coach and lead teams in Agile and Lean practices, determining the right approach for the team to take and evaluating this through the life of a project. You can think of new and innovative ways of working to achieve the right outcomes. You are able to act as a recognised expert and advocate for the approaches, continuously reflecting and challenging the team. 
  • Digital and Data  perspective. You know about the wider digital economy and advances in technology. You understand agile working at an organisational level. You can create the environment for success. You know how to initiate and support working with other government digital and data roles, job families and professions. 
  • Experience of working within constraints. You know how to influence, challenge and coach. You can anticipate how constraints might change and know where to challenge or remove constraints. 
  • Life-cycle perspective. You can apply experience of multiple parts of the product life cycle. You can recognise when it is right to move forward and when it is right to stop. You can recognise the appropriate deliverables and the right people to meet these. You are able to work with other agile delivery operations throughout the product life cycle. You can plan and engage with the appropriate stakeholders at a particular stage in the project.
  • Problem ownership. You know how to anticipate problems and how to defend against them at the right time. You understand how the problem fits into the larger picture. You can articulate the problem and help others to do it. You know how to build problem-solving capabilities in others. 
  • Strategic ownership. You can develop a long-term vision and objectives. You are discerning and disciplined in focusing on what is important and most relevant. You know how to develop the capability of others. 
  • User focus. You know how to give direction on which tools or methods to use. You are experienced in meeting the needs of users across a variety of channels. You can bring insight and expertise in how user needs have changed over time to ensure these are met by the business. You know how to apply strategic thinking in how to provide the best service for the end user.

CDDO offers hybrid working for all employees. This means that everyone does some working from home and also spends some time in their local office. You’ll agree to your hybrid working arrangement with your line manager in line with your preferences and business needs.

Selection process details

This role is being advertised with Manchester or Bristol as a location. There is an exception to this, if a current London-based member of staff from CDDO applies, and is successful, they would retain their London base for pay and allowance purposes.

The standard selection process for roles at CDDO consists of:

  • a simple application screening process - We only ask for a CV and for you to answer 3 application questions
  • a 60 minute video interview. Candidates invited to the interview will be asked to give a short presentation. Full details of the presentation will be made available to all shortlisted candidates at a later date.

Whilst we value the use of AI technology to enhance our daily work, we also value the personal touch and urge applicants to write responses without the use of AI to emphasise their own unique experiences.

Depending on how many applications we get, there might also be an extra stage before the video interview, for example a phone interview or a technical exercise.
