It is a very exciting time to join us as we continue on a major digital transformation programme. Our existing systems form part of the critical national infrastructure, safeguarding land and property ownership.
As a Strategic Programme Lead within the Geospatial Data Transformation (GDT) Programme, you will play a key role in delivering HM Land Registry’s (HMLR) ambitious Strategy and Business Plan. Working across the Transformation and Technology Directorate, you will help shape and deliver the programme’s future end state, ensuring alignment with organisational priorities.
You will work collaboratively with senior stakeholders and multidisciplinary teams to define strategic outcomes, scope complex projects, and support delivery to agreed timelines, quality standards, and budgets. You will bring together diverse expertise to ensure requirements are clearly understood, benefits are realised, and outcomes are achieved. As a senior leader, you will champion the programme’s vision and support coordinated delivery across projects, contributing to the successful transformation of HMLR’s geospatial data capability.
Job description
You will lead the delivery of projects within a complex programme, ensuring work is effectively governed and delivered to agreed timelines, costs and benefits. Working collaboratively with senior stakeholders and multidisciplinary teams, you will coordinate activity across projects, support the development of business cases, and ensure benefits are clearly defined and realised. As a senior leader, you will develop and support delivery teams, promote best practice, and contribute to organisational priorities.
Key Responsibilities:
- Lead project delivery ensuring governance, timelines, costs and benefits are met
- Manage delivery plans, budgets, risks, dependencies and resources
- Work with senior stakeholders to maintain alignment and support
- Coordinate projects, teams, suppliers and partners to deliver outcomes
- Support business case development and approval processes
- Develop stakeholder engagement and communications approaches
- Collaborate to define, track and realise programme benefits
- Lead and support a project delivery team and promote best practice
- Contribute to senior leadership forums and organisational priorities
HMLR expect everyone to spend at least 60% of their working time in the office.
Please note this role requires a minimum of 30 hours per week.
Person specification
To be successful, you will have experience of
- Proven experience leading complex projects or programmes from initiation to delivery
- Experience developing and securing approval for business cases
- Strong stakeholder management, engaging and influencing at all levels
- Experience managing budgets, resources, risks, issues and dependencies
- Ability to collaborate across teams to deliver outcomes at pace
- Experience leading teams and contributing to senior governance forums
- Experience delivering change and ensuring benefits are realised
