Job description

The Migration and Border Technology Portfolio (MBTP) are an award-winning delivery partner in the Digital, Data and Technology (DDaT) directorate that drives digital ambitions, designs appropriate solutions and delivers digital services quickly and effectively, making a real difference in helping the Home Office achieve its ambitions to keep citizens safe and the country secure.

As a Technology Delivery Manager, you will be expected to work with flexibility, selecting and applying appropriate delivery techniques dependent on the context and requirements of the project

You will be required to work closely with the Product Manager to embed a product centric way of working that delivers value faster and helps to maintain a secure and resilient product. This may include working collaboratively with the Product Manager to set priorities for the product, deliver a quality change in accordance with the product roadmap and to contribute to continuously improving the product as it moves through its lifecycle.

You will also work with partners and colleagues in Home Office Commercial when contracts need organising and negotiating.

You will be required to facilitate governance meetings and mechanisms and/or select the right people to join these discussions.

You will be expected to mentor, coach or line manage junior members of the delivery community, sharing your experience and knowledge.

You will work as part of a delivery team to deliver technical products within agreed timescales, to cost and quality standards. You will work with a variety of stakeholders, translating technical concepts and influencing where necessary.

As part of the DDaT community, you will contribute to communities of practice to absorb and share knowledge and help to set good practise and standards.

Due to business requirements these posts are only available full time.

Person specification

  • Translating product roadmaps and features into an achievable delivery plan, considering the people and skills required to deliver and predicting milestones based on forecasts where possible.
  • Actively managing risks, issues and dependencies, acting on delivery data and identifying ways to mitigate risks.
  • Effectively engaging with and influence relevant stakeholders, translating technical concepts to non-technical stakeholders.
  • Using feedback loops, data analysis, and small experiments to iteratively improve the product or service.
  • Facilitating governance meetings and mechanisms, selecting the right people to join these discussions.
  • Assisting with the day-to-day ways of working in order to bring out the best in the team, developing understanding of how to facilitate appropriate team ceremonies.

You will also carry out the following day to day activities

  • Making conscious decisions on trade-offs with quality, both in planning and delivery.
  • Taking the lead on the day-to-day ways of working in order to bring out the best in the team.
  • Providing support and guidance to Associate Technology Delivery Managers, in line with individuals’ needs.
  • You’ll have a demonstrable passion for delivery with the following skills or some experience in:
  • Acting as the Delivery Manager for one or more projects through a complete Agile delivery lifecycle.
  • Demonstrating communication skills and the ability to build relationships with both team members and stakeholders.
  • Using your well-developed people skills to help create an effective team environment.
  • Understanding of different delivery approaches and different phases of the delivery lifecycle.
  • Creating and maintaining delivery plans, highlighting forecasts/estimates and confidence levels.
  • Using experience of technology delivery and technical practices to help translate technical concepts to non-technical stakeholders.
  • Selecting and applying appropriate delivery techniques and adapt approaches to different phases of the delivery lifecycle.
  • Managing budgets and commercial supplier relationships.

Desirable Criteria

Ideally you will also have the following skills or some experience in:

  • Working on the delivery of technology-based projects.
  • Engaging stakeholders within a complex, fast-paced environment.
  • Balancing multiple priorities and dealing with ambiguity.
  • A qualification in a recognised delivery methodology (e.g. Scrum, Lean Kanban, SAFe, Prince 2).
