Citizens view the government as one body and increasingly expect and need to carry out their transactions online and with ease, particularly following COVID-19. The Government’s commitment to levelling up, and cross-government undertakings on digital transformation and improved data sharing, all require a better way of accessing online services.
Her Majesty’s Government’s (HMG) fragmented login and digital identity solutions are unnecessarily costly, difficult for citizens to use and insufficiently aligned to cross-departmental needs. The multiple disconnected systems also make it harder to identify fraud and increase the proliferation of log-ins needed to access government services.
That’s why GDS’ Digital Identity Programme, in partnership with departments across government, has a simple mission: make it easy for everyone to access government services. Our programme will deliver One Login for government: a single key for all government services which can be reused time and time again to access services. Citizens will have one account which gives them access to all of the services they use with complete control over their data. Eventually there will be an option to personalise their experience by choosing to share their personal data with GOV.UK. By joining up the fragmented digital identity landscape across government, the programme is expected to make significant cost savings in the next Spend Review (SR) period, as well as reaping other benefits such as reduced fraud and improved citizen experience.
The Threat Intelligence and Counter Fraud Team
The Threat Intelligence and Counter Fraud (TICF) team are responsible for ensuring the protection of the UK Digital Identity Ecosystem. You will provide proactive and reactive counter fraud analysis to the Digital Identity Programme as part of the Fraud Operations Team in TICF.
Job description
We are looking for people who have an interest in counter fraud and enjoy working in a delivery-focused, agile environment. You should be able to demonstrate strong analytical and communication abilities. You should be results-focused but also have an interest in continuing to learn and develop.
Main responsibilities
- Review and analyse fraud alerts from live service data and our threat intelligence platform - writing suspicious activity reports and escalating where necessary
- Create regular intelligence and fraud reports for a range of stakeholders, and clearly communicate relevant insights
- Review and update fraud alerting rules
- Support implementation of fraud team data requirements, including creating dashboards where needed
- Understand the data flows for the product, and any relevant retention periods
- Support larger scale analysis across longer time periods
- Maintain runbooks to ensure a standardised BAU operation
- Support engagement activities with a range of stakeholders across the programme and government
- Remain alert to emerging fraud issues and trends
Person specification
While we are looking for individuals who meet as many of these criteria as possible, we may consider applicants with strong skills in certain areas but less experience in others.

Selection process details
The standard selection process for roles at GDS consists of:
- a simple application screening process - We only ask for a CV and cover letter of up to 750 words. Important tip - please ensure that your cover letter includes how you meet the skills and experience listed in the “person specification” section above
- a 90 minute video interview - This includes an assessment
In the event we receive a high number of applications, we will conduct the sift on the lead criteria which is 'strong analytical skills to identify patterns, trends and insights from multiple data sources and large datasets'.
Depending on how many applications we get, there might also be an extra stage before the video interview, for example a phone interview or a technical exercise.
In the Civil Service, we use Success Profiles to evaluate your skills and ability.
