As a Delivery Manager, you’ll be a highly experienced practitioner in your field. As part of a multidisciplinary team delivering priorities and transformational change across government, you’ll be central to making decisions that build high-performing teams, adept at breaking down barriers for your team and both planning at a higher level and getting into the details to make things happen when needed.

You’ll lead the coordination of our developing investigations and improvements work. You’ll be expected to have strong communication skills and the ability to engage senior stakeholders. As the Delivery Manager for Top75, you’ll be expected to:

  • Lead Teams - lead and motivate multiple multi-disciplinary teams, helping them organise and plan their work, ensuring they deliver products and services that actually meet users’ needs. Facilitate an inclusive team environment where innovation and challenge are welcomed from all colleagues
  • Plan and Facilitate Delivery - Co-create and co-own plans and progress using recognised lean/agile practices, and appropriately communicate status to more senior people and users. Delivery to the agreed goals, actively tackling impediments, risks and blockers, and communicating and escalating where necessary
  • Coach Services - Work with service teams across government to improve their processes and ways of working to improve their capability to deliver improvements. Continually improve the effectiveness, efficiency and cohesion of teams 
  • Identify Service Improvements - Review end-to-end services and their performance data to identify opportunities for improvements, including better uses of technology. Promote continual improvement, good communication and collaboration across the organisation using agile principles 
  • Manage Stakeholders - Manage stakeholders to ensure strategic alignment and effective communication, taking into account organisational context and different needs and priorities, dealing constructively with conflicting views 
  • Champion Agile and Lean - Facilitate and iterate ways of working within our team so we better meet the needs of service teams and stakeholders. 
  • Provide Commercial Expertise - Harnessing agile, lean and other project practices to oversee delivery with internal and external partners of the technical standards, guidance and strategy for cross-organisational digital collaboration

Person specification

This role requires:

  • Digital delivery - You have a proven track record in delivering user-centred digital services in complex organisations that meet user and organisation needs.
  • Agile and Lean practices - You know how to coach and lead teams in Agile and Lean practices. You are a recognised expert that advocates these approaches, continuously reflecting and challenging the team. You can create or tailor new ways of working; you are always innovating
  • Communication - You can mediate between people and communicate with stakeholders at all levels. You can manage stakeholder expectations and facilitate discussions about high risk and complexity even within constrained timescales. 
  • Planning - You can manage a continual planning process in a very complex environment, planning beyond product delivery. You can identify dependencies in plans across services and coordinate delivery.
  • Maintaining Delivery Momentum – You know how to optimise the delivery flow of teams. You actively address the most complicated risks, issues and dependencies including where ownership exists outside the team or no clear ownership exists. You can identify innovative ways to unblock issues.
  • Commercial management - You can identify appropriate contractual frameworks and identify appropriate suppliers. You know how to negotiate with contracted suppliers. You can get good value out of contracts and suppliers.
  • Making the Process Work – You can identify and question organisational processes of increasing complexity. You can coach and guide teams to adapt to new processes and whilst being the main point of expertise.

CDDO offers hybrid working for all employees. This means that everyone does some working from home and also spends some time in their local office. You’ll agree to your hybrid working arrangement with your line manager in line with your preferences and business needs.

Selection process details

The standard selection process for roles at CDDO consists of:

  • a simple application screening process - We only ask for a CV and cover letter of up to 750 words. Important tip - please ensure that your cover letter includes how you meet the skills and experience listed in the “person specification” section above
  • a 60-minute video interview that includes a presentation. Comprehensive details will be shared with the shortlisted candidates.

In the event we receive a high number of applications, we will conduct an initial sift on the lead criteria which is:

  • Digital delivery - You have a proven track record in delivering user-centred digital services in complex organisations that meet user and organisation needs.

Depending on how many applications we get, there might also be an extra stage before the video interview, for example a phone interview or a technical exercise.

Candidates who do not pass the interview but have demonstrated an acceptable standard may be considered for similar roles at a lower grade.

A reserve list will be held for a period of 12 months, from which further appointments can be made.
