The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation, and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent, and responsive criminal justice system for victims and the public.

The MoJ Portfolio and Assurance team alongside the wider the MoJ are undertaking a transformative initiative to improve the delivery success of projects across the department.

At the heart of this transformation is the creation of a modern, efficient and integrated digital toolset for project and portfolio management—leveraging low-code solutions to drive standardisation, improve data quality, and enable data-driven decisions.

We are seeking a talented Low Code Software Developers at SEO level to support the development and rollout of bespoke solutions built on the Microsoft Power Platform. The role offers an exciting opportunity to be part of a new, agile digital team shaping how project data is captured, analysed and shared across one of the largest and most complex change portfolios in government.

This role is part of the MoJ’s broader ambition to establish a common project delivery data platform, in response to inefficiencies identified across portfolios. Our initiative supports the Government's wider data and AI strategy and the Data Analytics and AI in Government Project Delivery (‘Belfast Paper’, 2024). By building user-friendly, integrated tools, we aim to enhance project efficiency, accountability, and transparency across MoJ’s £100bn+ change portfolio.

The post holder will contribute to the design, development and deployment of modern applications and automation using low-code technologies. Working closely with delivery managers, business analysts and senior developers, you will help build and support user-focused digital tools that simplify project management and improve the quality and accessibility of data.

Your work will directly support a core objective of the MoJ's Project Delivery Data Improvement Programme: creating a unified, scalable digital ecosystem that enables the department to deliver change more effectively and transparently. This role is aligned to the Technical Job Family, is a Software Developer role at Developer level, but carries the title Software Developer within the team.

Key responsibilities of the role

These may be further shaped and adjusted dependent on business needs and team resources / skills.

·       Develop digital applications and automations using Microsoft Power Platform (Power Apps, Power Automate, Dataverse), under the guidance of a Senior Developer.

·       Collaborate with business analysts and end users to understand requirements and translate them into working solutions.

·       Ensure that applications are user-centred, accessible, performant and secure.

·       Contribute to the configuration and maintenance of Power Platform Pipelines and Azure integrations where appropriate.

·       Write documentation and support materials for developed solutions to ensure long-term maintainability and reusability.

·       Assist with the testing and deployment of solutions, including peer reviews and version control.

·       Support the continuous improvement of development standards, tools and processes.

·       Troubleshoot and resolve issues with live applications, ensuring minimal disruption to users.

·       Engage with stakeholders to support the adoption and ongoing use of developed tools.

·       Promote a culture of collaboration, learning and iterative development within the team.

Essential criteria

·       Practical experience in developing applications or automations using the Microsoft Power Platform or a comparable low-code platform.

·       A strong understanding of the software development lifecycle and agile delivery practices.

·       Ability to work with structured data (e.g. Dataverse, SQL Server, Excel, SharePoint).

·       Understanding of solution design principles, including usability and accessibility standards.

·       Good communication and interpersonal skills, with the ability to explain technical concepts in a clear and user-friendly way.

·       A proactive approach to problem-solving and continuous learning.

Desirable Criteria

·       Experience working with APIs and systems integration.

·       Familiarity with Power Platform Pipelines or Azure DevOps for managing releases and environments.

·       An understanding of governance, security and compliance in the context of public sector technology.

Location & Terms of appointment

This post is advertised nationally but occasional travel will be required to locations where the MoJ Portfolio & Assurance team is based.

Your base office location at an MoJ HQ site, or Justice Collaboration Centres, will be discussed if successful, as we do not offer home working contracts. All available sites can be found on this link.

Salary & Grade

SEO

New entrants to the Civil Service will be expected to join on the minimum of the pay range and this is non-negotiable.

Existing Civil Servants will have their salary calculated in accordance with the Department’s pay on transfer / pay on promotion rules.

 

Level of Clearance

Selection and Recruitment Process

Merit List of successful candidates based on location will be retained after this campaign for 12 months.
