The Portfolio Planning & Performance Unit sits in the Product Strategy, Planning and Portfolio directorate, at the centre of GDS’ Product Group. Its purpose is to develop and implement standards and frameworks for strategic planning, performance management, and benefits appraisal, assure the performance of product teams in line with them, and provide strategic insights to the senior leadership team to inform decision making and prioritisation in line with the long-term GDS Product Strategy.

The work of the Portfolio Planning & Performance Unit will be integral to assuring the delivery of GDS’s ambitious product roadmap across the next Spending Review period up to 2030, building and rolling out a suite of personalised, joined-up digital public services designed to meet users needs proactively.

Job description

As a Performance Analyst in the Portfolio Planning and Performance Unit, you’ll develop performance measurement frameworks and analyse the performance of the many Product Delivery and Enabling Teams within the GDS Product Group . Your analysis and insights will allow Product Group and GDS to evaluation and evidence the value its products provide to users and government, and inform the senior leadership team to make informed, prioritised, evidence-based decisions, helping GDS produce plans, products and features that address the most pressing challenges and needs users have today and in the future.

You’ll be proactive and work effectively in a multidisciplinary agile team to help them  identify “what success looks like”, implement tracking, ensure  data is accurate and significant and then provide analysis and actionable insight  through effective storytelling and data visualisation. 

As a Performance Analyst you’ll:

  • support the design, development and implementation of the organisation’s performance framework
  • work closely with with product leads and teams across the organisation to define and identify insightful performance indicators
  • develop and maintain performance reporting tools such as dashboards and scorecards which enable regular reporting at varying levels and for a wide range of audiences, from internal operational report to strategic reports for senior leadership
  • analyse performance data to provide insights and recommendations that support prioritisation, risk mitigation and continuous improvement
  • present findings and insights to stakeholders in a clear, actionable format
  • be an advocate for developing a high performance culture across the organisation
  • support the adoption and use of reporting solutions by teams, providing guidance and training where necessary
  • contribute to the performance analysis community; assisting with training  and knowledge transfer of digital analysis principles to wider audiences and  expanding your own and others’ data analysis skills

Person specification

We’re interested in people who:

  • have proven ability and experience in conducting data analysis, in a performance or business analyst role, using analytical tools and techniques with experience of providing and sharing analytical insight in a clear and concise manner
  • have strong analytical and problem solving skills, with the ability to interpret complex data sets
  • have experience of measuring and assessing outcomes (what good looks like and how it will be measured), developing hypotheses and measurement frameworks
  • have experience of helping stakeholders make informed, evidence-based decisions, providing recommendations for actions based on analysis of user behaviour and product performance
  • have experience with data modelling or automation of reporting processes and visualisation, using tools such as PowerBI or similar
  • have excellent communication and stakeholder engagement skills - able to work effectively across teams and functions
  • have knowledge of performance measurement methodologies and best practices
  • are comfortable working both independently and as part of a team in a fast-paced environment
