Job description
Operational Service Management (OSM) is the enabling Defence Digital (DD) live service integration capability, providing service management across towers, underpinning tooling and IT operations processes. It’s the foundation for Enterprise IT service management and integration (E-SIAM), part of the digital backbone and within OSM resides Service Configuration Management (SCM).
As the Service Configuration Management Process Owner, you will step into a pivotal leadership role at the heart of DD’s mission to deliver cutting-edge digital capabilities across Defence. This is an opportunity to become the Defence subject matter expert in SCM, where your expertise will directly shape the future of how Defence manages and secures its IT estate.
SCM is a cornerstone of ITIL practices, providing the foundation for real-time, accurate insights into Defence’s vast and complex IT infrastructure. Knowing the precise location, status and configuration of our IT assets is not just a technical requirement, it's a mission-critical capability that underpins the security, resilience and operational success of Defence. In this role, you'll be at the forefront of ensuring that Defence’s IT estate is optimised, secure, and ready to meet the challenges of a rapidly evolving digital landscape.
Responsibilities
- This is a high-impact, high-visibility role where you will lead the design, governance, and continuous improvement of SCM practices across campaigns and Front-Line Commands (FLCs). You will define and implement modern, digital-first policies and processes, leveraging advanced ITSM tools and methodologies to ensure data accuracy, integrity, and interoperability across a multi-supplier environment. Your work will directly enable Defence to make data-driven decisions, mitigate risks, and enhance service performance.
- You’ll manage a team of skilled professionals, fostering a culture of innovation, collaboration, and continuous improvement. You will work closely with Service Owners, Change Enablement teams and external suppliers, to integrate and optimise configuration data, ensuring seamless digital interoperability. Your ability to lead, influence and inspire will be critical as you drive transformation initiatives, embed automation and champion a culture of data quality and resilience.
- You'll be operating in one of the most complex IT environments in the UK, where the stakes are high, and the expectations are even higher. You'll need to navigate competing priorities, manage complex stakeholder relationships and deliver results in a fast-paced, technology-driven environment. We would expect to see significant experience in SCM within a complex IT environment, strong technical skills, particularly in ITSM tools, and proven ability to apply ITIL practices to deliver real-time, accurate insights into IT estates and improving asset visibility.
You’ll need:
- The ability to represent a function at a senior level.
- Experience of managing and leading a team.
- Excellent communication and stakeholder management skills, working collaboratively with internal and external partners.

Dependent on the business need, there may be a requirement to travel to meetings within the UK (or potentially occasional overseas visits).
This job role may be suitable for hybrid working, which is an informal, non-contractual and voluntary arrangement, blending a balance of attendance in the workplace (your permanent duty station which is based on business assessment of where the work is best done) and working from home as a personal choice (if the role is suitable for this).
You will be expected to attend the office for a minimum of 60% of your working week. If you are successful, any opportunities for hybrid working will be discussed with you prior to you taking up your post.
If not already held, the successful candidate will be required to obtain DV clearance prior to taking up employment.
