Our team is rapidly growing as we invest in new technologies and capabilities, and we are in search of enthusiastic individuals who can help us in achieving our mission. We are continually improving the service we give to our customers and, in line with this, we are creating a new response and management team within the HMRC Fraud Prevention Centre.

The Fraud Prevention Centre (FPC) is a strategic capability within HMRC Security, designed to safeguard customers and the organisation against identity-related fraud and emerging threats. Its mission is built on three interconnected pillars: Protection, Detection, and Response, all underpinned by advanced threat intelligence and customer support. The Centre operates across multiple functional areas, including Proactive Protection, Customer Support & Response, and Strategy & Advisory, to deliver a holistic approach to fraud prevention.

Job description

The Fraud Prevention Centre (FPC) is a critical component of HMRC's security and fraud prevention ambition. As the organisation continues to develop and mature this capability, we are seeking an experienced Implementation Manager to support the delivery of change across the FPC-led portfolio.

This role will help ensure that change arising from programmes, projects, policy, and standards is successfully implemented into operational environments. The post holder will support the planning, coordination, and embedding of change activities, helping teams understand impacts, prepare for implementation, realise benefits, and adopt new ways of working.

Working closely with delivery teams, subject matter experts, operational colleagues, and stakeholders across HMRC, the role will contribute to the effective implementation of identity-related policies, standards, and data governance requirements. Through supporting change delivery and operational adoption, the post holder will help strengthen fraud prevention capability and improve the consistency and effectiveness of controls across the Fraud Prevention Centre.

Person specification

  • Support the delivery of Business Change activity across the Fraud Prevention Centre, helping ensure change is planned, implemented, adopted, and embedded effectively.
  • Develop and maintain implementation and readiness plans for assigned projects and initiatives, ensuring impacts, dependencies, risks, and outcomes are identified and managed.
  • Build and maintain effective working relationships with security and identity fraud protection SMEs, programme teams, operational stakeholders, and business areas to support successful implementation.
  • Facilitate workshops, meetings, and engagement activities to support stakeholder readiness and the adoption of new controls, tools, and processes.
  • Support Business Change communications and implementation activities, working with Project Managers and Benefits Managers to promote successful transition into business-as-usual operations.
  • Assist in translating policy, standards, and project requirements into practical implementation activities that can be delivered within operational environments.
  • Provide advice and support on the application of identity policies and standards, working with specialist colleagues to ensure solutions are implemented consistently.
  • Support data governance and compliance activities, helping ensure appropriate controls relating to access, retention, handling, and classification are considered during delivery and implementation.
  • Identify and manage risks, issues, and dependencies relating to change implementation, escalating where appropriate and contributing to effective resolution.
  • Monitor implementation progress, capture lessons learned, and contribute to continuous improvement of change management practices across the FPC.

Essential Criteria

Candidates must demonstrate experience in the following areas:

  • Supporting or managing the implementation of change within operational environments, ensuring activities are delivered effectively and adopted by users.
  • Contributing to the delivery of business change activities, including impact assessment, stakeholder engagement, implementation planning, readiness assessment, and benefits tracking.
  • Working with a range of stakeholders to support the adoption of new processes, controls, systems, or ways of working.
  • Experience of working in, or alongside, Identity and Access Management (IAM), security, fraud prevention, or a related operational environment.
  • Understanding and applying policies, standards, or governance requirements within project delivery or operational change activities.
  • Supporting data governance, information management, or compliance activities, including awareness of controls relating to access, retention, handling, or classification of information.
  • Managing multiple priorities and delivering outcomes in a fast-paced and sometimes ambiguous environment.

Desirable Criteria

  • Must hold or willing to achieve CSIMP.
  • Experience working in government, regulatory, security, fraud prevention, or large operational environments.
  • Holding a recognised change, project, or delivery qualification (for example APMG Change Management, PROSCI, PRINCE2 Foundation/Practitioner, AgilePM, MSP, or equivalent experience).
  • Knowledge of identity, security, information assurance, data protection, or related disciplines.
  • Experience supporting organisational change, business readiness, or operational implementation activities.
  • Familiarity with structured change management methodologies and continuous improvement approaches.
