Use user research to shape the future of the UK’s energy system

At Ofgem, we’re working to ensure energy services are fair, accessible and work for everyone, households and businesses alike. As the UK’s energy system undergoes rapid change, understanding how people interact with our services has never been more important.

We’re looking for a User Researcher to lead high‑quality research that helps us design services around real user needs and behaviours, supporting consumers and shaping better outcomes across the energy sector.

About Ofgem

Ofgem is Great Britain’s independent energy regulator. We protect energy consumers, ensure fair competition, and help drive the transition to a safe, affordable and sustainable energy system, supporting the UK’s journey to Net Zero.

This is a rare opportunity to work in a mission‑driven organisation, delivering research that influences both service design and policy decisions at national scale.

The role: why it matters

As a User Researcher at Ofgem, you’ll lead research that directly informs how people experience our digital and operational services.

You’ll:

  • Discover how users interact with Ofgem’s services
  • Turn complex research into clear, actionable insights
  • Influence service design, delivery and strategic thinking
  • Champion user‑centred decision‑making across teams
  • Help ensure our services are accessible, inclusive and effective for all

Your work will help ensure the energy system genuinely works for the public.

What you’ll be doing

Key responsibilities include:

  • Planning and delivering end‑to‑end user research
  • Selecting and applying the right qualitative and quantitative methods
  • Recruiting participants and managing research logistics
  • Independently running research sessions and analysing findings
  • Synthesising insights into stories and actions for teams and leaders
  • Working closely with designers, product managers, developers and analysts
  • Helping embed user‑centred design practices across projects
  • Supporting the growth of the user research community through knowledge‑sharing, presentations and blog posts

Who we’re looking for

We’re looking for someone who can demonstrate:

  • Professional experience as a User Researcher, working alongside other UCD disciplines
  • Confidence influencing and engaging senior and sceptical stakeholders
  • Experience conducting inclusive and accessible research
  • Strong judgement in choosing research methods that fit the problem
  • Clear communication skills and confidence storytelling insights
  • A collaborative mindset and passion for user‑centred thinking
