The success of Data Strategy & Standards (DS&S) will be measured in terms of the ability to move government departments to the next level of data management maturity, demonstrable evidence of delivery in respect of our strategic goals and contribution to improvement in the delivery of public services.

Our priorities are set out in our strategic roadmap below, which will lead to a data marketplace for government whereby 

  • Data is fit for purpose
  • Data is trusted and available
  • Data architecture supports interoperability

Over the next year, the priorities will be to establish the data foundations we need

  • Build Legislation, Policy, Standards & Frameworks incl. DDaT Capability Framework for Data
  • Embed Data Management Maturity Model as Benchmark
  • Baseline Standards across Data Governance disciplines incl. Data Ownership
  • Baseline Data Architecture Principles incl. Register of Authoritative Sources
  • Establish Government Metadata Strategy as a foundation of Trusted Data Sharing


What you will be doing

You will be part of CDDO and the Data Strategy and Standards (DS&S) Directorate at an exciting time as we build a new data governance and policy function and establish a Data Architecture Design Authority to sit alongside the established Data Standards Authority.

Our team has some big ambitions. We want to improve services for end users and improve how new policies are developed through the effective use and reuse of data. A key part of that will be to establish data governance that is appropriate for system-wide and cross-government adoption, underpinned by agreed principles, policies and standards. We need great people to make that happen.

One of areas of focus is supporting responsible, trusted and open use of data.

As a Data Ethics Lead, you will:

  • lead the implementation of the Data Ethics Framework through a range of communications, promotional activities, and engagement
  • scope strategic opportunities to embed the Data Ethics Framework in various cross-government processes
  • establish and chair a cross-government data ethics community of practice and engaging in other relevant networks
  • work across HMG to identify areas of opportunity and good practice to inform the ongoing development of data ethics policy
  • engage with external stakeholders in data ethics to ensure knowledge and ideas are brought into policy making
  • commission research and the development of cross-government models for algorithmic transparency
  • work across HMG to identify areas of opportunity and good practice to inform the development of algorithmic transparency
  • play an active role in the Central Digital and Data Office community

You will be expected to work flexibly and collaboratively on a range of projects where your expertise and skills are needed and will support a culture of agile working across your team

CDDO offers hybrid working for all employees. This means that everyone does some working from home/remote working and also spends some time in their local office. You will agree to your hybrid working arrangement with your line manager in line with your preferences and business needs.
