About the job

Job summary

GDS exists to help government make brilliant public services that empower people in the UK. We work at the very centre of government to drive digital transformation, focused on users. We build and maintain common platforms, products and tools for others to use and create great public services that are accessible, inclusive and easy to use. We also work with departments to identify patterns, share learning and create change to make government more efficient.

Our teams are organised around delivering on our priorities. These are:

  • making it easier for people to find what they are looking for on GOV.UK
  • building common service platforms to make it simpler and cheaper to build quality digital services
  • promoting agile, user-centred design practices both in the UK and across the world

GOV.UK is an integral part of our national infrastructure. Millions of people visit daily for everything from registering a death to paying their taxes. But, we know GOV.UK can do more for its users. This is why we have growth at the heart of our plans. We want to grow our product offer, grow our user base, and grow our team. Specifically, we want to:

  • grow GOV.UK to reach people when and where they need government information
  • make GOV.UK more proactive in helping people
  • evolve to match user expectations for new technologies

You can learn more about how this translates into delivery between now and 2025 here

Job description

As a Senior Business Analyst you’ll work on the development and delivery of the GOV.UK mobile app, gathering requirements to help transform product ideas into actionable work. Working closely with all disciplines within agile software development teams to ensure all work is clearly understood both in terms of the what and the why, whilst ensuring its success is measurable.

You will work closely with Product Managers and take an active role ensuring work is correctly prioritised and aligned to GDS strategic objectives. Your work will not only focus on requirements gathering internally but also externally with service teams and other government departments, ensuring changes proposed have been fully understood in terms of the impact across all departments and teams.

This is not a role which focuses on process management i.e analysing the ‘as is’ and ‘to be’ states of a process. This role requires a proactive, collaborative individual who can work effectively in an agile environment delivering digital products at pace.

As a Business Analyst you’ll:

  • collect, understand, organise and document the business requirements for products, projects and features translating these into written user stories, use cases or specifications.
  • ensure the services / solutions delivered are measurable, meet business requirements and agreed criteria.
  • look at volumes of services, users and transactions, and how our platforms respond to their needs, identifying opportunities, gaps and risks for agile product teams.
  • investigate and evaluate solutions using a range of approaches, including researching comparable products, commercially available solutions and other products / services.
  • gather and analyse data relating to the costs and benefits of each service's performance, working with analysts, economists and product teams to inform backlogs.
  • engage with service teams, analysing business requirements and user needs to agree detailed functional and technical specifications and plans, drawing on and with specialist knowledge and colleagues within the programme.

Person specification

We’re interested in people who have:

  • demonstrable experience of business analysis skills, techniques, and practices in an agile environment.
  • experience of working in the public sector in a role with public facing deliverables
  • experience of working with, analysing and communicating data to a range of audiences
  • experience of communicating technical concepts to non-technical audiences
  • experience of working in a fast-paced multidisciplinary team in which you have changed your delivery focus rapidly and regularly when needed
  • demonstrable experience of building a culture of continuous delivery and improvement, ensuring that data is regularly analysed, maintained and improved
  • experience taking initiative to deliver results collaboratively, but independently
  • experience working with mobile applications / technology.
