Team/Division Overview
The Digital Data and Technology (DDaT) profession in the Welsh Government supports a range of digital services across the whole organisation. This post is part of our DDaT profession and is within the IT Services division.
The IT Services Software Development team is a small, effective team providing development and support for bespoke software applications across a range of government services.
We continue to invest in people and platforms and are actively looking to build our internal software development function.

Job Role
The Senior Delivery Manager role is responsible for building and sustaining effective delivery teams, ensuring they are motivated, collaborative and able to work effectively towards shared goals. The role requires proactively removing barriers to progress and keeping teams focused on the outcomes that matter most for successful product and service delivery. It champions continuous improvement, helping teams evolve their practices and embed a culture of learning. Providing coaching and mentoring across teams and functions, supporting colleagues in applying appropriate Agile techniques to improve ways of working. Strong communication and influencing skills are essential, with the ability to engage senior stakeholders, build trust and shape expectations to support successful delivery.
This role is mapped to Senior Delivery Manager role/level in the DDaT Profession Capability Framework and will report to the Lead Business Analyst. Follow the link to understand the role and the required skills.
The Senior Delivery Manager will collaborate closely with developers, test managers, business analysts, technical architects, support engineers, vendors, infrastructure teams and senior managers.

Person specification
As a Senior Delivery Manager, you will:
- Be responsible for the delivery management across Software Development Teams providing internal and external services. Day-to-day management across delivery and business as usual activities, providing a conduit into the delivery team.
- Responsible for supporting and developing the systems delivered by the team, ensure the team is working towards best practice principles and practicing continuous improvement.
- Manage team deliverables by collaborating with key stakeholders to communicate roadmaps, priorities and vision, able to communicate with technical experts and business stakeholders alike.
- Responsible for the software development team’s way of working, including delivery transparency and maximising value delivered.
Your main day to day responsibilities will include:
- Lead and support delivery teams to deliver high value outcomes, ensuring alignment with business goals and organisational priorities.
- Establish and embed effective delivery governance that balances agile flexibility with accountability.
- Coach and mentor delivery teams and leaders to build maturity in enabling self-organisation and sustainable delivery.
- Remove barriers to progress, manage risks and dependencies, and create the conditions for teams to thrive and maintain delivery momentum.
- Drive continuous improvement by analysing delivery performance, identifying areas for optimisation, and implementing improvements to ways of working.
- Co-ordinating the work of the team, ensuring agile ways of working by using Azure DevOps dashboard and regular feedback of products.
- Consulting with stakeholders to ensure product requirements are understood and prioritised.
- Utilise your deep understanding of agile delivery principles, practices, and governance with the ability to adapt frameworks pragmatically to suit organisational context and maturity.
