HMRC are currently looking for a Senior Enterprise Data Architect, to shape the future of our data landscape.

HMRC is transforming its IT estate, which presents a significant opportunity to contribute to shaping its future data landscape. In this role you will be collaborating with stakeholders across HMRC and you will have the chance to advance Data Architecture initiatives across government. Based in the Chief Technology and Design Office (CTDO) you will deliver the vision for the organisation while engaging at a strategic level, influencing policy, and setting direction for technical and business change. You will play a key role in ensuring that HMRC develops and maintains a strong Enterprise Data Architecture capability that meets business needs.

You will assure and contribute to data and solution designs both as a subject matter expert and from a strategic point of view against the Enterprise Data Architecture. You will lead on the governance of data models produced by solution and delivery teams against the Enterprise Data Model and Data Standards.

Job description

As a Senior Enterprise Data Architect, you will be pivotal in shaping the future of HMRC’s data landscape. This role exists to deliver the organisation’s vision for data architecture, collaborating with stakeholders across HMRC and government to advance strategic data initiatives. You will operate at a strategic level within the Chief Technology and Design Office (CTDO), influencing policy, setting direction for technical and business change, and ensuring HMRC maintains a robust Enterprise Data Architecture capability that meets evolving business needs. Your expertise will assure and contribute to data and solution designs, and you will lead the governance of data models produced by solution and delivery teams, ensuring alignment with the Enterprise Data Model and Data Standards.

Reporting to the Lead Enterprise Data Architect, you will have significant responsibility and decision-making authority. At this level, you will define data strategy and roadmaps, drive the development of the Enterprise Data Model and oversee the documentation and integration of the organisation’s data assets. Your influence will extend across HMRC’s complex IT estate, enabling the reduction of legacy silos and supporting the transition to strategic systems. You will provide oversight and advice to data architects, promote data standards and ensure that solution and technical architects design systems in accordance with the appropriate data architecture.

Person specification

A Senior Enterprise Data Architect is responsible for defining our data strategy and roadmaps, aligning them with business strategies, requirements and obtaining senior stakeholder buy in. They drive the development of the Enterprise Data Model and data modelling capability of the HMRC. The role supports the documentation of the organisation’s data assets, to aid understanding, to allow more effective integration of data, whilst diminishing legacy data silos, enabling HMRC’s hugely complex IT estate towards a smaller set of strategic systems. You will be:

  • Maintaining, enhancing and evolving the Enterprise Data Model to ensure it aligns with current and future business objectives, supports the reduction of legacy silos, and enables integration across a complex IT estate.

  • Promoting the use of data models and data architecture in designs, providing oversight and governance to project teams who are undertaking new initiatives.

  • Providing oversight and advice to data architects who are undertaking the design of data models.

  • Supporting the management of data dictionaries.

  • Defining, enhancing and promoting data standards, ensuring Data Architects and projects are working to the standards.

  • Developing data architecture capabilities for operational and analytical systems.

  • Working with solution and technical architects to make sure that the organisation’s systems are designed in accordance with the appropriate data architecture.

Essential Criteria

  • Demonstrable ability to guide the organisation to make the correct data decisions, promoting reuse and standardisation to achieve value for money.

  • Proven experience in Data Modelling for operational and analytical systems, including conceptual models through to physical schema deployments.

  • Experience in developing and governing Data Principles, Policies, Standards, Processes and Procedures.

  • Experience in Master Data Management, Data Quality and Data Governance.

  • Proven ability to simplify complex and technical information by using appropriate and accessible language for non-technical audiences.

  • Evidence of understanding of how all parts of the business model work together including processes, data models and IT operating models.

  • Demonstrable experience of guiding the decision-making process, explaining trade-offs, and making a recommendation based on all the available information.

  • Proven ability to look beyond the immediate problem and identify the wider implications across the enterprise.
